Stephen Dunne ACIOB
Founder & CEO
Stephen began his career in the construction industry over 30 years ago as a trainee Quantity Surveyor. After completing his academic training at City of Oxford College, he obtained a degree in Construction Management from Oxford Brookes University. In 2010, Stephen founded Savvy Construction Ltd and has since been instrumental in positioning the company at the forefront of Oxford’s construction sector. His leadership continues to drive Savvy’s reputation for quality, integrity, and innovation.

Jon Peart BSc (Hons) MCIOB
Managing Director
With a background in surveying, Jon graduated with an Honours degree in Construction Management before achieving Chartered status with the CIOB. Throughout his career, he has successfully delivered numerous multi-million-pound projects for some of the region’s leading contractors. His extensive experience across multiple sectors provided the foundation for his partnership with Stephen at Savvy, where he now leads operations as Managing Director. Jon’s commitment to excellence and strategic approach underpin the company’s continued growth and success.

Paul Mitchell
Construction Manager
Paul has been an integral part of Savvy Construction for over a decade, delivering a diverse range of projects across multiple sectors. Starting from a trade background, Paul progressed through the ranks from Site Manager to Project Manager and now serves as Construction Manager. He oversees all site operations, ensuring projects are delivered safely, on time, and to the highest quality standards. Clients and design teams consistently commend Paul’s professionalism, collaborative nature, and attention to detail.

Gary Smith
Contracts Manager
Gary has been part of Savvy Construction for nearly 13 years, progressing from a Working Foreman to his current role as Contracts Manager. Originally trained as a skilled carpenter and joiner, Gary combines practical expertise with strong leadership and organisational skills. He is responsible for overseeing multiple projects, ensuring they are delivered safely, efficiently, and to the highest quality standards. Gary also plays a key role in pre-construction planning, including the preparation of method statements, CTMPs, and site setup procedures, helping to ensure every project begins on a solid foundation.

Jamie Hickman BSc (Hons)
Commercial Manager
Jamie joined Savvy Construction in 2015 following a 15-year career with Leadbitter. A graduate in Construction Management, Jamie has played a pivotal role in the successful delivery of major projects across Oxfordshire and the South East. As Commercial Manager, he oversees commercial operations and is dedicated to training and mentoring Savvy’s trainee Surveyors and Site Managers, ensuring the next generation upholds the company’s high standards of service and professionalism.

Julian Seago MCIOB
Managing Surveyor
Julian is a Chartered Member of the CIOB and a highly respected Quantity Surveyor with more than 30 years’ experience in the UK construction industry. He has successfully delivered a wide variety of projects, from complex refurbishments to large-scale new builds, with values ranging between £2 million and £15 million. Julian’s depth of experience and commitment to excellence make him a valued member of the Savvy leadership team.

Lee Brown MRICS FRSA
Managing Surveyor
​Lee joined Savvy Construction following an 18-year career with several prominent local and regional contractors. A Chartered Member of the Royal Institution of Chartered Surveyors and a Fellow of the Royal Society of Arts, Lee holds a degree in Quantity Surveying and Construction Management from Oxford Brookes University. His broad experience spans projects from £2 million to £38 million in value, and he brings a strong focus on quality, efficiency, and client satisfaction.

Steve Bartlett
Senior Estimator
With over 30 years’ experience in estimating for major contractors, Steve is a highly skilled Senior Estimator with a deep understanding of construction processes, contracts, and procurement routes. He is adept at preparing detailed and competitive tenders and is always seeking value engineering opportunities to enhance cost efficiency and programme delivery. Steve’s analytical approach and technical expertise make him a vital asset to the pre-construction team.

Dominic Russel
Estimator
Dominic is an experienced Estimator with a Diploma in Construction and the Built Environment. Over the past decade, he has produced detailed and competitive tender submissions across multiple sectors, contributing to the success of numerous large-scale projects throughout the South East. Known for his diligence and approachability, Dominic works closely with clients to ensure clarity and confidence throughout the tendering process.

Kayleigh Preston
Business Development Executive
​Kayleigh brings a wealth of experience in business development across multiple sectors, including healthcare and the charity sector. At Savvy, she plays a key role in supporting business expansion and managing the tender process. Working closely with the directors, surveyors, and estimators, Kayleigh ensures seamless client engagement and effective project onboarding. Her professionalism, organisation, and communication skills make her an invaluable member of the team.
